统筹开发与保护的市级国土空间规划分区研究

摘　　要：首先,采用演绎归纳法系统梳理市级国土空间规划分区的定位,明确规划分区是国土空间用途管制制度和主体功能区战略实施的重要支撑,也是其他专项规划分区实施的基本依据;其次,提出以自然资源禀赋、资源开发潜在价值的比较优势和区域发展需求为核心识别国土空间主导功能,开展以主导功能为依据的空间分区;最后,以山西省朔州市为案例,以国土空间利用现状、“双评价”和省级主体功能区规划为支撑,结合地方自然资源禀赋特点,统筹开发与保护需求,提出了生态保护区、生态控制区、农田保护区、乡村发展区、城镇发展区和矿产能源发展区的规划分区方案,并提出针对性、差异化的管控建议,以期为地方实现高水平保护、高效率开发与高效能治理提供参考。Firstly,the strategic positioning of municipal territorial spatial zoning in major functional zoning,territorial spatial use control system,and other special zoning is identified based on inductive and deductive methods.Secondly,a spatial zoning framework is carried out based on natural resource endowments,potential value of resource development,and regional development demands.Finally,taking Shuozhou city,Shanxi province as a case,the study area is divided into six spatial partition types,namely,ecological protection zone,ecological control zone,farmland protection zone,rural development zone,urban development zone,and mineral and energy development zone,and targeted and differentiated management and control suggestions are put forward to achieve high-level protection,high-efficiency development,and high-performance governance.
