瑷珲古城历史文化保护与传承规划策略研究

摘　　要：瑷珲古城是黑龙江省重要的历史文化资源。编制《瑷珲古城历史文化保护与传承规划》为响应《关于在城乡建设中加强历史文化保护传承的意见》中的政策。规划从瑷珲古城历史、历史文化遗产以及历史文化价值研究入手,总结瑷珲古城的价值特色。明确地域文脉的保护传承,是城镇有机发展、彰显特色的根本前提与重要途径。分析当下的政策、相关规划以及未来发展趋势,结合瑷珲古城的综合现状分析,明确瑷珲古城现存问题以及未来可能的发展方向。明确规划在瑷珲发展过程中的指导与顶层设计的地位,创新技术路线,从历史价值梳理、风貌特色研究、旅游体系构建、传承方式多元、实施项目清单几个方面入手,制定全面发展策略与保护传承措施。Aihui Ancient City is an important historical and cultural resource in Heilongjiang province.The compi⁃lation of the historical and cultural protection and inheritance plan of aihui ancient city is a positive response to the policy of opinions on strengthening historical and cultural protection and inheritance in urban and rural construc⁃tion.The historical and cultural value of the ancient city is summarized.The protection and inheritance of culture is the basic premise and important way for the development of cities and towns to highlight their characteristics.The present policy,relevant planning,and future development trend are analyzed.The existing problems,as well as the possible future development direction of the city is put forward based on the comprehensive analysis of the current situation of the city.The guiding and top-level design status of the plan in the development of Aihui is clarified.The comprehensive development strategies and protection measures are formulated from the aspects of historical value combing,feature research,tourism system construction,multiple inheritance methods,and implementation project list.
