基于“公-共-私”理论的社区适老化改造机制研究

摘  要:我国人口老龄化状况日益加重,以原居安老为导向的社区适老化建设受到广泛重视。在社区适老化改造过程中,社区空间要素的复杂性和产权模糊等问题使改造涉及的责任主体难以落实到公共空间各层级的改造决策或管理中。影响了适老化改造工作的深入推进及长效化、可持续性改造的实现。为厘清居住空间适老化要素与责任主体间的复杂对应关系,明确居住空间适老化改造的权责和决策主体,本文基于“公-共-私”层级化理论,提出本土化的社区适老化改造路径,以期为当前适老化改造工作的可持续推进提供理论参考和实践指导。At present,due to the increasing of the aging population in our country,the"ageing-in-place"oriented community construction for the elderly has received extensive attention.In the community renovation for aging in place,the complexity of the elements of community space and the ambiguity of property rights make it difficult for the responsible parties to implement the renewal decision-making or management at different spatial levels,which affect the in-depth promotion of the renewal program and the realisation of long-lasting and sustainable renovation.In order to clarify the complex correspondence between the elements and responsible subjects of the residential space,as well as the authority and responsibility of the renewal program,this paper proposes a localised path of renovations for aging in place,based on the theory of"T-S-I",in order to provide theoretical references and practical guidance for the currentrenewal program.
