老旧小区的适老化改造与养老服务圈划分

摘　　要：本文提出了在老旧小区集中的老城区划分养老服务圈的方法。首先,讨论了养老服务圈划分的基本原理,在老城中心区域划分养老服务圈的难点及解决方法:其次,提出了社区生活服务指数的概念,用来评估某地块是否具有社区生活中心区的特征,社区生活服务指数较高的地块可作为养老服务圈内养老服务中心站点的备选地址:最后,运用第二代遗传算法进行多目标优化,求解养老服务圈划分方案,对各养老服务圈内服务人口、道路距离等指标进行了计算。该方法基于数据要素的分析,适用于其他老城区的养老服务圈划分,有助于提升养老服务全要素的生产率。Adelineation method of community-based care service area for the elderly is proposed in old town consisted of old housing complex.Firstly,foundational principles of community-based care service area for the elderly is discussed,and difficulties and solutions in dividing care service areas in old town are studied.Secondly,community living service index of blocks is proposed,in order to evaluate whether the block has the characteristic of community central area.The blocks with higher index of community life services are selected as alternative addresses of the central facility in care service area for the elderly.Finally,multi-objective optimization with NSGAII is conducted,and 14 master plans of care service area with service population,road distance and other indicators are got.This method based on the analysis of data is applicable in other old town,and will help to improve the productivity of care services for the elderly.
