共同富裕背景下就业量质协调发展指标体系研究

摘　　要：就业量质协调发展是实现高质量充分就业的必然选择,也是推动共同富裕的内在要求。构建一套客观科学的评价指标体系,以准确测度就业量质协调发展的程度,可为推动就业量质协调发展提供必要的数据支持。参考系统学和协调发展理念对于“协调”的表述,就业数量与就业质量共同构成了就业系统,协调发展指量与质的发展实现良性互动和良性循环,使得就业系统达到整体最优。在此基础上,结合“十四五”期间就业工作的主要目标,构建包括就业安全的稳健性、就业结构的均衡性和就业发展的可持续性3个一级指标、8个二级指标、25个三级指标的评价指标体系。协调度的测算分两步进行,第一步使用兼顾指标序信息和强度信息的方法对指标进行赋权,第二步使用协同分析法进行协调度的测算。研究的创新之处在于:其一,从就业系统整体最优的主要表征出发,改变了已有研究把就业量质协调简单理解为数量与质量在数值上的相等,能更好地体现就业量质协调发展的内涵。其二,指标选取紧扣“十四五”就业工作的主要目标,具有较强的针对性和时效性,同时不同指标各有侧重又相互补充,兼顾全面性与代表性。其三,赋权方法能较好地兼顾指标的序信息和强度信息,所得结果比常用的熵值法赋权结果更为合理。The coordinated development of the quantity and quality of employment is an inevitable choice for achieving high-quality and full employment as well as an inherent requirement for promoting shared prosperity.Constructing an objective and scientific evaluation index system to accurately measure the degree of the coordinated development of the quantity and quality of employment can provide some necessary data support for promoting the coordinated development of the quantity and quality of employment.With the enlightenment from the concepts of systems science and coordinated development,“coordination”is a term indicating that the quantity and quality of employment together constitute the employment system.Coordinated development refers to the benign interaction and cycle between quantity-based development and quality-based development,which enables the employment system to achieve overall optimization.On this basis,taking into account the main goals of the employment-related work during the period of the 14th Five-Year Plan,an evaluation index system is constructed,including three primary indicators of employment security and stability,the balance of the employment structure,and the sustainability of employment development,eight secondary indicators,and 25 tertiary indicators.The calculation of the coordination degree is carried out in two steps.The first step is to use a method that takes into account both the sequence information of the indicators and the intensity information to weight the indicators.The second step is to use a collaborative analysis to calculate the coordination degree.The innovation of the research covers the following aspects:Firstly,starting from the main characterization of the overall optimal employment system,it changes the previous research s simple understanding of the coordination of the quantity and quality of employment as the numerical equality of quantity and quality,which can better reflect the connotations of the coordinated development of the quantity and quality of employmen
