摘 要:科技创新具有一定的外溢性,其规模效应也不可忽视。在我国科技创新资源分布不均衡的情况下,如何通过府际协作促进区域科技创新资源的对接、交换与共建,对于提升区域整体科技创新水平至关重要。以武汉城市圈、环长株潭城市群和环鄱阳湖城市群的科技创新府际协议为数据样本,运用政策文本量化分析方法和社会网络分析方法,比较分析了3个城市群科技创新府际协作现状及合作网络模式。研究显示:在科技创新府际协作方面,合作数量总体呈上升趋势,协议类型以非正式协议为主,制度化程度相对较低,协议规模以双边合作为主;在科技创新合作网络模式方面,武汉城市圈为行政型合作网络模式,环长株潭城市群为共享型合作网络模式,环鄱阳湖城市群为领导型合作网络模式。As a public good with"spillover effects",the scale effect of science and technology innovation cannot be ignored.In the context of the uneven distribution of technological innovation resources in China,it is crucial to promote the connection,exchange,and co-construction of regional science and technology innovation resources through intergovernmental cooperation,thereby enhancing the overall level of regional science and technology innovation.In the regional development pattern of China,the urban agglomeration in the middle reaches of the Yangtze River occupies an important position and has become an important force in driving regional economic development and supporting the rise of the central region.Studying the cluster development of the urban agglomeration in the middle reaches of the Yangtze River is of great significance for its own economic and social development as well as coordinating regional development.Therefore,from the perspective of network governance,this article attempts to conduct relevant research on intergovernmental cooperation in scientific and technological innovation within urban agglomerations,starting from the overall and individual levels,with local governments as the main body.Using the intergovernmental agreements on science and technology innovation of Wuhan City Circle,Ring Changzhutan Urban Agglomeration,and Ring Poyang Lake Urban Agglomeration as data samples,this study employed policy text quantitative analysis and social network analysis to analyze and compare the current status and internal characteristics of science and technology innovation intergovernmental cooperation in the three urban agglomerations.The study also characterized the structure and characteristics of the regional science and technology innovation network,including the status,role,and degree of influence of various government entities in the network.Additionally,the study summarized and compared local governments'cooperation network governance models in three urban agglomerations.The main conclusions are as f
