摘　　要：中国传统文化中的民本思想与马克思主义民主思想在价值主张、基本内容和功能定位等多个方面的契合相融以及由此而形成的互构关系,是民主观念在当代中国实现创造性转化和创新性发展的前提。在“第二个结合”引领下,民主观念实现了从“以民为本”到“人民至上”、从“为民做主”到“由民作主”、从“人治”到法治、从“治道”“治术”到现代治理的创造性转化,并有力地推进了民主知识体系的自主培育和建构。通过民主“再概念”能力、民主自觉意识、民主内生性发展机制、民主赋权能力、民主知识体系构建能力的培育,实现民主思想表达的自主化、本土化和现代化。“全过程人民民主”是民主知识体系自主培育的最新理论成果,是现代民主知识的“中国范本”。The convergence and integration of the people-oriented thought in traditional Chinese culture and the democratic thought of Marxism in terms of value proposition,basic content,and functional orientation,as well as the interdependent relationship formed thereby,are the prerequisites for the creative transformation and innovative development of democratic concepts in contemporary China.Under the guidance of the“second combination”,the concept of democracy has undergone a creative transformation,namely,from“people-oriented”to“puting the people in the first place”,from“taking responsibilities for the people”to“the running of the country by the people”,from“the rule by man”to“rule of law”,and from“governance theory”and“governance techniques”to modern governance,and has effectively promoted the independent cultivation and construction of the democratic knowledge system.Through the cultivation of the ability of“re-conceptualization”of democracy,democratic consciousness,the endogenous development mechanism of democracy,the ability of democratic empowerment,and the construction ability of the democratic knowledge system,the autonomy,localization and modernization of the expression of democratic thoughts can be realized.“The whole-process people’s democracy”is the latest theoretical achievement of independent cultivation of democratic knowledge system and the“Chinese model”of modern democratic knowledge.
