摘  要:汾河是黄河流域中游地区的重要支流,汾河水生态环境健康是保障流域乃至山西省绿色发展的基础.本文在综合分析汾河流域水资源、水环境与水生态现状的基础上,识别了当前汾河流域所面临的重点环境问题以及关键制约因素,并提出了保障汾河流域水生态环境稳定改善和区域可持续发展的战略路径与策略.分析结果表明,汾河流域水生态环境质量近年来整体呈现改善的趋势,但仍存在断面水质波动、生态空间破碎和生态用水不足等问题.高强度的土地与水资源开发,城镇生活和农业污染排放是导致汾河流域生态脆弱、用水结构失衡和环境承载能力降低的主要原因.同时,环境保护方面的科技支撑不足和管理政策不完善也在一定程度上制约了汾河流域生态环境质量的持续提升.为此应该合理规划城镇发展和限制开发,优化水资源配置方案和流域产业格局,进一步加强突破污水深度处理与资源回用技术瓶颈,推进智慧化生态监测与管理体系建设,加强组织领导和区域统筹,共同促进汾河流域治理与保护目标充分落实,推动汾河生态环境质量恢复提升,实现汾河流域绿色健康发展.Fen River is an important tributary in the middle reaches of the Yellow River Basin.A healthy Fen River water eco-environment plays an important role for ensuring the basin low-carbon development and even Shanxi Province.Based on the related comprehensive analysis of the current status of water resources,water environment,and water ecology,we identified the key environmental issues and constraints regarding the Fen River Basin,and propose strategies to ensure the stable improvement of the water eco-environment in the Fen River Basin and the sustainable development of the region.The analysis results showed that the water ecological quality of the Fen River Basin has shown an overall trend of improvement in recent years,while there are still some problems that need to be addressed,such as fluctuation of water quality,fragmentation of ecological space,and insufficiency of ecological water use.High-intensity development of land and water resources,urban and agricultural pollution emissions are the main reasons for the ecological fragility,imbalance of water use structure,and reduced environmental carrying capacity of the basin.In addition,the lack of scientific and technological support for the environmental protection and the imperfection of management policies have also restricted the sustainable improvement of the ecological quality of the Fen River Basin to a certain extent.In this regard,the development of cities and towns should be properly planned,the allocation of water resources,and the industrial pattern of the basin need to be optimized further.As a result,we need to break through the technical bottleneck of sewage deep treatment and wastewater resource reuse,promote the construction of an intelligent ecological monitoring and management system,and strengthen the organizational leadership and regional coordination.These strategies will jointly promote the implementation of basin management and protection objectives, the recovery and improvement of river ecological quality, aiming at achieving the low-carbo
