摘　　要：为便于中国铁路工程建设承包企业和产品制造商进入欧盟市场,对欧盟铁路系统安全评估开展研究。详细阐述欧盟铁路系统安全评估的评估范围、评估依据,重大变更,风险管理流程,安全评估报告及评估声明,危害管理,评估机构在固定设施和车辆投入使用前的安全评估,并就中国铁路工程建设承包企业和产品制造商参与欧盟铁路市场提出建议:熟悉欧盟铁路互通性法规和标准,加强与欧盟合作伙伴的沟通和合作,提升技术和质量管理水平,积极参与国际标准制定和管理体系认证。To facilitate the entry of Chinese railway engineering construction contractors and product manufacturers into the EU market,a research on the safety assessment of EU railway system are conducted.Safety assessment scope,assessment criteria,major changes,risk management process,safety assessment reports and assessment declarations,hazard management safety assessment for the introduction of fixed facilities and vehicles by assessment agencies are elaborated in EU railway.Recommendations are proposed for Chinese railway engineering construction contractors and product manufacturers to participate in the EU railway market:standards and regulations of EU railway should be familiarizing,communication and cooperation with EU partners are strengthend,capabilities in technical and quality management are enlaanced,and international standard formulation and management systems certification are actively participated in.
