算法推荐场域下网络民粹主义的内在逻辑与治理策略

摘　　要：算法推荐以精准化特性普遍应用于网络空间,成为网络民粹主义生发的运行底色。网络民粹主义借算法推荐的技术赋权,利用网民的从众心理引导底层民众进行民粹主义的网络聚集、发酵和外溢,加剧了民粹主义的生发频率和影响范围,给我国网络生态和社会稳定带来了严重安全隐患。为此,基于技术、心理、实践等维度的逻辑分析,以价值引领、技术改进、素养提高、法治规制、社会公正来实施对网络民粹主义的全面治理,实现技术逻辑与价值逻辑的融合统一,并通过驾驭算法推荐破除网络民粹主义的生成,维护好风清气正的网络生态和团结稳定的社会环境。Algorithmic recommendation,with its precision,is extensively employed in cyberspace,forming the backdrop against which internet populism operates.Empowered by this technology,internet populism harnesses the crowd psychology of netizens to direct the grassroots in online gatherings,fermentation,and diffusion of populism,intensifying its frequency and expanding its impact.This poses serious security risks to China’s network ecology and social stability.To address this,a comprehensive governance strategy for internet populism is proposed,based on a logical analysis of technology,psychology,and practice.This strategy encompasses value guidance,technological enhancement,literacy promotion,legal regulation,and social justice to achieve the integration of technical and value logics.By mastering algorithmic recommendation,we aim to dismantle the genesis of internet populism,thereby maintaining a clean,upright internet ecosystem and a united,stable social environment.
