数字治理赋能乡村高质量发展:现实困境与突破策略——基于浙江省D市的案例分析

摘　　要：数字治理赋能乡村高质量发展是实现乡村振兴的有效路径。目前,学术界对实现这一路径所面临的现实问题研究还不够全面深入。文章以数字治理与赋能理论为依据,提升了数字治理赋能乡村高质量发展的内涵。在此基础上,通过对数字化建设先行区浙江省D市的案例调查,发现数字治理在赋能乡村高质量发展中,面临着基础设施与技术不适配、资源投入与产出(效益)失衡、治理体系与政策执行效率不高、数字公共产品供给与农民需求错位等一系列问题。因此,应从优化基础设施与技术适配、保持资源投入与效益平衡、推动治理体系与政策执行变革、激励社会参与和农民需求等方面采取措施,进一步发挥数字治理对乡村高质量发展的作用。Empowering rural high-quality development through digital governance represents an effective path for rural revitalization.However,current academic research into the practical challenges along this path is not yet comprehensive or deep enough.This article,based on theories of digital governance and empowerment,enhances the understanding of digital governance’s role in fostering high-quality rural development.A case study of City D in Zhejiang Province,a pioneer in digitalization,reveals a range of challenges in digital governance’s empowerment of high-quality rural development,including mismatched infrastructure and technological capabilities,imbalances between resource input and output(efficiency),inefficiencies in governance systems and policy implementation,and misalignment between the supply of digital public goods and the needs of farmers.Consequently,the study suggests strategies such as optimizing infrastructure and technological compatibility,balancing resource input and efficiency,fostering reforms in governance systems and policy implementation,and encouraging social participation and aligning with farmers’needs.These strategies aim to further leverage digital governance in promoting high-quality development in rural areas.
