大数据嵌入冰雪体育公共服务的价值意蕴、风险检视与规制路径

摘　　要：本文采用文献资料法、专家访谈法、逻辑分析法等研究方法,探讨大数据嵌入冰雪体育公共服务的价值意蕴、风险检视与规制路径。研究认为:实现冰雪体育公共服务数据的精准供给是大数据嵌入冰雪体育公共服务的供给价值,实现冰雪体育公共服务数字治理和实现冰雪体育公共服务有效监管则分别是大数据嵌入冰雪体育公共服务的治理价值和监管价值。然而,大数据在发挥技术优势的同时,也可能在冰雪体育公共服务中引发三重风险,主要包括:技术风险,冰雪体育公共服务中的数据缺失与错误;安全风险,冰雪体育公共服务中的数据隐私泄露;公平风险,冰雪体育公共服务中的数据偏见和歧视。针对上述风险,提出以下规制路径:大数据嵌入冰雪体育公共服务前进行审查评估;大数据嵌入冰雪体育公共服务中进行数据管理;大数据嵌入冰雪体育公共服务后进行监管问责。The present study employs research methods including literature review,expert interviews,and logical analysis to delve into the value implications,risk assessment,and regulatory pathways associated with the integration of big data in public services for ice and snow sports.The study posits that the precise provision of data for public services in ice and snow sports represents the supply value of big data integration,while digital governance and effective supervision of these services denote the governance and supervisory values of big data integration.However,while leveraging technological advantages,the integration of big data in public services for ice and snow sports may also give rise to triple risks,including technological risks,such as data loss and errors in public services for ice and snow sports;security risks,such as data privacy breaches in public services for ice and snow sports;and fairness risks,such as data biases and discrimination in public services for ice and snow sports.To address these concerns,the paper proposes regulatory pathways such as conducting review and assessment before integration,implementing data management during integration,and enforcing accountability through post-integration supervision.
