摘　　要：农业作为用水大户,是节水关键所在。开展农业水价综合改革,能够改变传统粗放式用水,维护农田水利工程良性运行,柘城县作为商丘市的农业县,随着经济发展,水资源供需矛盾日益突出,推行水资源税改革势在必行,其中用水计量是重要工作内容,建立健全农业水价机制,能促进农业节水和农业可持续发展。“以电折水”是农业灌溉用水计量的方法创新,文章根据柘城县的概况,详细分析了柘城县推行“以电折水”所采取的措施,也期为其他地区进行用水计量工作提供借鉴和参考。As a major water user,agriculture is the key to water conservation.Carrying out comprehensive reform of agricultural water pricing can change the traditional extensive water use and maintain the healthy operation of agricultural water conservancy projects.As an agricultural county in Shangqiu City,with the economic development,the contradiction between water supply and demand in Zhecheng County has become increasingly prominent.It is imperative to implement water resource tax reform,among which water metering is an important work content.Establishing and improving an agricultural water pricing mechanism can promote agricultural water-saving and sustainable development."converting electricity consumption into water consumption"is an innovative method for measuring agricultural irrigation water.Based on the overview of Zhecheng County,this article analyzes in detail the measures taken by Zhecheng County to implement"converting electricity consumption into water consumption",aiming to provide reference and guidance for other regions to carry out water measurement work.
