摘　　要：辽河流域(包括辽河水系和浑太河水系)总面积22.02万km^(2),其中辽宁省境内为6.93万km^(2),占全省国土面积的46.9%,覆盖全省11个地级市60个县(市、区)。为贯彻党中央、国务院关于“生态文明建设”及“四个全面”战略布局要求,保障辽河流域防洪安全、水质安全,维护河流生命健康。经实地调研、查勘现场、资料收集、座谈交、成果汇总、咨询论证、修改完善、征求意见,编制完成了本方案,并针对本方案提出了保障措施。Liaohe River basin(including the Liaohe River system and Huntai River system)covers a total area of 0.2202million km^(2),of which 0.693 million km^(2) is in Liaoning Province,accounting for 46.9%of Liaoning Province's land area,covering 60 counties(cities and districts)in 11 prefecture-level cities of Liaoning Province.In order to implement the requirements of the“ecological civilization construction”and the“four comprehensives”strategic layout of the Party Central Committee and The State Council,and guarantee the flood control safety of the Liaohe River Basin,water quality safety,and river life and health,through field investigation,site survey,data collection,discussion,results summary,consultation and argumentation,modification and improvement,and solicitation of opinions,this program has been prepared and completed,and the safeguard measures have been put forward for this program.
