吉姆·麦圭根的文化政策分析及对我国文化政策和文化治理的启示——以《重新思考文化政策》为中心

摘　　要：作为英国文化学派第二代代表人物之一,吉姆·麦圭根及著作《重新思考文化政策》承袭了第一代英国文化学派理性批判、“大文化观”以及鲜明的阶级立场等学术传统,创新地提出了三种文化政策话语,即国家话语、市场话语和市民/交流话语,并以英国文化政策实践案例“千禧穹顶”展览会为例,深入剖析了文化与权力、文化与资本等核心问题,进而批判西方“自由”“文化自由”以及新自由主义。以吉姆·麦圭根文化政策三种话语框架来梳理和观照我国文化政策的历史变迁过程,由此发现,我国文化政策是在“人民性”话语属性下谋求“国家话语”和“市场话语”、“国内话语”和“国际话语”的内在统一。Jim McGuigan is one of the second generation representatives of the Birmingham school.His book Rethinking Cultural Policy inherits the academic traditions of the first generation of the Birmingham school,such as rational criticism,“Big Culture View”and class position.He puts forward three cultural policy discourses,namely national discourse,market discourse and citizen/communication discourse,and taking the“Millennium Dome”exhibition as an example,deeply discusses the core issues of culture and power,culture and capital,and then criticizes the western neoliberalism.By using three discourse frameworks of Jim McGuigan's cultural policy to analyze and observe the historical change process of China's cultural policy,it is a conclusion that Chinese cultural policy try for the inner unity of“national discourse”and“market discourse”,“domestic discourse”and“international discourse”in the character of nation.
