征地补偿分配的农户满意度及其影响因素研究——基于史密斯政策执行模型

摘　　要：运用史密斯政策执行过程模型分析征地补偿的分配问题,从政策及方案本身、目标群体、执行主体及执行环境四方面探究农户征地补偿分配整体满意度及其影响因素,并采用二元Logistic回归模型进行了实证检验。结果表明:(1)56.7%的农户对征地补偿分配持满意态度,满意度呈中等水平;(2)政策及方案本身中法律法规、赞同程度、诉求表达状况,执行主体中工作积极程度、沟通难易情况、及时回应程度、强制执行状况,执行环境中乡村自治程度、文件公示情况等因素对征地补偿分配的农户满意度影响显著,而目标群体层面对其影响并不明显;(3)史密斯政策执行模型对于分析解释征地补偿分配的农户满意度问题具有适用性,现阶段农户对征地补偿分配的满意水平偏低,有必要从政策及方案本身、目标群体、执行主体和执行环境等多个环节探索完善征地补偿分配政策,提升其执行效果。Based on the Smith Policy Implementation Model of land expropriation compensation distribution,the index system of influencing rural-households satisfaction was constructed from policy and program itself,implementation organization,target group,and executing environment,and the binary logistic regression model was used for quantitative analysis.The results indicate that:(1)56.7%of rural-households are satisfied with the compensation distribution of land expropriation,showing a moderate level of satisfaction.(2)Ten factors—laws and regulations,diverse expressions of interest demands and the proportion of votes of approval in policy and program itself,working enthusiasm,difficulty in communication,timely response to problems and compulsory execution in implementation organization,the degree of rural autonomy,and the disclosure of documents in the executing environment—have significant influence on rural-household satisfaction in the allocation of land expropriation compensation,while the target group factor has no significant influence on it.(3)The Smith Policy Implementation Model is effective in explaining the allocation of land expropriation compensation.At present,the satisfaction level of land expropriation among rural-households is low,and the allocation work needs to be further improved.Therefore,the allocation of compensation for land expropriation should be improved in four aspects of smith policy implementation model.
