摘  要:伴随经济快速发展,城乡土地供不应求,农村集体经营性建设用地资产价值逐步显现。在此背景下,完善农村集体经营性建设用地市场交易规则,保护交易双方的权利和责任,保护交易的安全性,减少交易的不确定性,提高交易效率意义重大。本文基于威廉姆森交易成本理论,以湖北鄂州为研究区域,分析正式交易规则安排下的市场运行成本以及影响因素,并运用Tobit模型探究交易规则和市场交易成本之间的关系。结果表明,城乡建设用地增减挂钩指标交易市场运行成本高,交易风险大,市场不够透明;集体经济组织交易的人力资本以及实物资产的专用性越强,交易成本越高;交易信息不透明以及交易收益分配不合理等问题导致村集体经济组织信息搜寻成本、交易谈判成本以及契约达成成本较高。With the rapid development of the economy,urban land supply is in short supply,and the value of rural collective operating construction land assets is evident.In this context,improving the trading rules of the rural collective operating construction land market,protecting the rights and responsibilities of both parties,protecting the safety of transactions,reducing transaction uncertainty,and improving transaction efficiency are of great significance.Based on Williams transaction cost theory,this study takes Ezhou,Hubei Province,as the research area,analyzes the operating costs and influencing factors under formal transaction rule arrangements,and uses the Tobit model to measure the relationship between transaction rules and market transaction costs.The results show that the operating cost of the trading market for indicators of the increase-and-decrease linking of urban and rural construction land is high,the transaction risk is high,and the market transparency is not enough.The stronger the specificity of human capital and physical assets,the higher the transaction cost.The lack of transparency in transaction information,such as the openness,fairness,and justice of transaction rules,as well as the unreasonable distribution of transaction benefits,have led to high costs for village collective economic organizations in terms of information searching,transaction negotiation,and contract achievement.
