电网调度操作票人工耗时分析及改善建议

摘　　要：电网调度部门负责组织、指挥、指导和协调地区电力系统的运行,依法对地区电网实施调度管理,指挥电网运行操作和事故处理。调度员负责拟写、审核、发布的电网调度操作票是电网运维、检修等部门开展工作的依据。目前,电网调度操作票的执行全流程耗费大量人力,亟需对其进行有效改进。文章对电网调度操作票的相关工作流程中各环节人工用时展开调研,分析梳理其中导致人工耗时长的关键因素,并给出改善建议。缩短调度操作票人工用时对提升调度员工作效率,推动电力系统安全、稳定运行具有重要意义。The power grid dispatch department is responsible for organizing,directing,guiding,and coordinating the operation of the regional power system,implementing dispatch management of the regional power grid in accordance with the law,and directing the operation and accident handling of the power grid.The power grid dispatch operation ticket drafted,reviewed,and issued by the dispatcher is the basis for the work of the power grid operation and maintenance department.At present,the entire process of executing power grid dispatch operation tickets consumes a lot of manpower,and effective improvement is urgently needed.This article conducts research on the manual time consumption of various links in the workflow of power grid dispatch operation tickets,analyzes and sorts out the key factors that lead to long manual time,and provides improvement suggestions.Shortening the manual time required for dispatching operation tickets is of great significance for improving the work efficiency of dispatchers,promoting the safe and stable operation of the power system.
