摘　　要：HSE管理体系是一种在事前通过识别与评价确定活动中可能存在的危害及后果的严重性,从而采取有效的防范手段来减少人员伤害、财产损失和环境污染的有效管理方法。为了强化作业安全管理,在实现作业受控的同时减少或避免作业事故的发生,文章结合危险化学品企业的特殊作业安全规范设计了一套符合企业作业标准制度的作业许可安全受控系统,分析了HSE的概念及思想基础,总结了石油企业在构建HSE管理体系时所包含的环节及相关技术。The HSE management system is an effective management method that identifies and evaluates the potential hazards and consequences of activities in advance,and takes effective preventive measures to reduce personnel injuries,property losses,and environmental pollution.In order to strengthen job safety management and reduce or avoid job accidents while achieving job control,this article combines the special job safety regulations of hazardous chemical enterprises to design a job permit safety controlled system that complies with the enterprise̓s job standard system.The concept and ideological basis of HSE are analyzed,and the links and related technologies included in the construction of HSE management system in petroleum enterprises are summarized.
