摘　　要：我国公立医院分院区建设与管理的政策制度体系正逐步建立,利益方的相互博弈影响政策执行的效果。在政策执行过程中存在国家与地方卫生健康部门政策落实尺度不一、城市发展外部要求与医院自身建设目标存在偏差、一院多区一体化管理同质化发展知易行难等问题。基于公共政策执行博弈理论,从政策执行中遇到的问题入手,对分院区政策的影响因素与执行中遇到的焦点问题进行分析,针对卫生健康行政部门及公立医院提出管理建议。The policy system for the construction and management of public hospital with multiple districts is gradually being established and improved,the game among stakeholders affects the effect of policy implementation.There are differences in the strictness of policy implementation on national and local health commission,deviations between local government urban development requirements and the hospital's own construction goals in the process of policy implementation.Based on the game theory of public policy implementation,it analyzes the influencing factors of one hospital with multiple districts and the focus issues encountered in policy implementation,put forward management suggestions for health commission and public hospitals.
