应急预案演练对公共卫生管理人员应对突发事件能力的影响

摘　　要：目的探讨针对公共卫生管理人员采取应急预案演练对于突发事件的影响。方法选择2021年1—12月济宁市中医院参与处理公共卫生事件的管理人员35名为对照组,2022年4月—2023年4月参与处理公共卫生事件的管理人员33名为观察组。对照组应用常规公共卫生管理措施,观察组则采取应急预案演练的突发事件应对策略。评价2组干预前后管理质量得分及应急管理能力得分情况。结果干预后公共卫生管理人员在管理质量评分较干预前提高,而观察组干预后现场处置(18.21±1.25)分、应急准备(18.16±1.31)分、预案制订(18.45±1.26)分、信息管理(18.37±1.19)分、能力提升(18.06±1.26)分评分高于对照组,差异有统计学意义(P<0.05);2组公共卫生管理人员干预后应急管理能力评分较干预前提高,观察组在法律法规执行(17.41±1.16)分、急救技能培训及应对能力(43.12±4.25)分、总结评价(18.02±1.06)分、平时工作(8.21±1.04)分评分高于对照组,差异有统计学意义(P<0.05)。结论针对公共卫生管理人员,实施应急预案演练,能够提高管理人员对于突发事件的应对能力,提高管理质量。Objective To explore the impact of emergency plan drills for public health management personnel on emergencies.Methods A total of 35 management personnel involved in handling public health events at Jining Hospital of Traditional Chinese Medicine from January to December 2021 were selected as the control group,and a total of 33 management personnel involved in handling public health events from April 2022 to April 2023 were selected as the observation group.The control group applied routine public health management measures,while the observation group adopted emergency response strategies such as emergency plan drills.The scores of management quality and emergency management ability before and after intervention in two groups were evaluated.Results After the intervention,public health managers scored higher on management quality than before the intervention.After intervention,the scores of on-site treatment(18.21±1.25)points,emergency preparedness(18.16±1.31)points,plan formulation(18.45±1.26)points,information management(18.37±1.19)points and ability improvement(18.06±1.26)points in the observation group were higher than those in the control group.The difference was statistically significant(P<0.05).The scores of emergency management ability of public health managers in the two groups after intervention were higher than those before intervention.The scores of law enforcement(17.41±1.16)points,first-aid skills training and coping ability(43.12±4.25)points,summary evaluation(18.02±1.06)points and daily work(8.21±1.04)points in the observation group were higher than those in the control group.The difference was statistically significant(P<0.05).Conclusion Implementing emergency plan drills for public health management personnel can improve their ability to respond to emergencies and improve management quality.
