摘　　要：环境冲突通常会给社会和经济带来巨大的挑战.为平衡多方利益相关者和环境保护之间的矛盾,本文针对环境冲突中参与者地位不平等及易结盟的特点,提出权力不对称下基于冲突分析图模型的结盟稳定性分析方法.首先,通过确定每个决策者是否受权力的影响以及权力的影响来自哪些领导者,构建了权力偏好矩阵和权力可达矩阵;其次,利用枚举法列出制裁对手完全参与情况下所有可能的联盟,在全联盟和联盟论域的基础上构建联盟的权力偏好关系并定义权力影响下结盟稳定性的三个代数表达式;最后,通过江苏常州外国语学校环境冲突的案例分析,验证所提方法的可行性及有效性,为政府解决环境冲突提供决策支持.Environmental conflicts often pose significant challenges to society and the economy.In order to balance the contradiction between multiple stakeholders and environmental protection,this study proposes a coalition stability analysis method based on the graph model for conflict resolution under power asymmetry,targeting the characteristics of unequal status and easily forming coalitions of participants in conflicts.Firstly,each decision-maker’s power preference matrix and power reachable matrix are constructed by determining whether each decision-maker is influenced by power and from which leaders the influence of power comes from.Secondly,by using enumeration method to list all possible coalitions of sanctioning opponents,the power preference relationships of coalitions are constructed and three algebraic expressions of coalition stability with the influence of power are defined on the basis of the full coalition and universal coalition.Finally,a case study of environmental conflict at Changzhou Foreign Language School in Jiangsu Province is conducted to verify the feasibility and effectiveness of the proposed method,providing decision-making support for the government in resolving environmental conflicts.
