摘　　要：公共图书馆的读者权益需要在法制框架下得以保障。文章通过梳理国内外规范性文件,明确了读者权益的法理内涵,确立了读者权益研究的理论基础。并通过在云南省5个州市公共图书馆开展问卷调查和深度访谈,分析馆内体验、特殊群体服务等多个维度读者权益保障现状。实证研究表明,《中华人民共和国公共图书馆法》实施后,读者的核心权益和拓展权益均得到较好的保障,但也面临经费、网络设施、监督管理等方面的困境。对此,提出完善我国法律条文、促进法律体系建设、加强标准体系建设、加大法律执行力度、创造读者维权条件等建议。The rights and interests of readers in public libraries need to be protected within the legal framework.The article clarifies the legal connotation of reader rights and establishes the theoretical basis for the study of reader rights by reviewing over 10o normative documents both domestically and internationally.The article analyzes the current situation of reader rights protection in multiple dimensions such as experience in library and special group services through questionnaire surveys and in-depth interviews conducted in five prefectures and cities in Yunnan Province.Empirical research has shown that after the implementation of the Public Library Law of the People's Republic of China,the core and expanded rights of readers have been well protected,but there are also obstacles in terms of funding,network facilities,supervision and management.In this regard,the article proposes suggestions such as improving China's legal provisions,promoting the construction of the legal system,strengthening the construction of the standard system,increasing legal enforcement,and creating conditions for readers to protect their rights.
