摘　　要：推动农业强国建设需要培育和发展农业新质生产力。根据生产关系要适合生产力发展的基本规律,发展农业新质生产力必然要求加快推进生产关系变革,形成与农业新质生产力相适应的新型生产关系。文章在厘清农业新质生产力基本内涵的基础上,深入探讨农业新质生产力与新型生产关系的理论逻辑、历史逻辑和现实逻辑,并提出通过全面深化农村改革破除阻碍农业新质生产力发展的体制机制性障碍。研究认为,以新型生产关系塑造推动农业新质生产力发展,要正确处理好人与地、人与技、人与业和人与村的关系,并通过深化农村土地制度改革、农业科技体制改革、农业产业体系改革、要素市场配置改革和农村人才体制改革,塑造适应农业新质生产力发展的制度安排。Promoting the construction of a strong agricultural country requires the formation and development of new quality agricultural productive forces.According to the fundamental law that production relations should correspond to the development of productive forces,the progression of new quality agricultural productive forces inherently necessitates the acceleration of production relations transformation,thereby establishing a novel set of production relations harmonious with new quality agricultural productive forces.By elucidating the fundamental connotation of new quality agricultural productive forces,this article profoundly explores the theoretical,historical,and contemporary logics of the nexus between new quality agricultural productive forces and new-type production relations.It suggests eliminating systematic and mechanistic barriers that hinder the development of new quality agricultural productive forces through comprehensive rural reforms.The study posits that to incentivizing the advancement of new quality agricultural productive forces through the shaping of new-type production relations,it is imperative to appropriately manage the relationships between humans and land,humans and technology,humans and industry,and humans and villages.Additionally,it requires deepening the reform of rural land systems,agricultural science and technology systems,agricultural industrial systems,factor market allocation,and rural talent development systems in order to create institutional arrangements that are adapted to the development of new quality agricultural productive forces.
