摘　　要：本文基于绿色低碳视角探讨了新质生产力赋能山东经济高质量发展的路径。首先,文章分析了绿色低碳发展策略作为新质生产力提升的关键路径,指出绿色低碳转型在提升山东省新质生产力中的战略意义。其次,详细阐述了山东经济在实现绿色低碳发展中面临的挑战,包括绿色技术领域领军企业不足、市场准入门槛高、绿色产业发展水平不高、企业绿色科技研发投入不足以及国际合作与交流不充分等问题。针对这些挑战,本文提出了加速山东经济新质生产力形成的绿色路径思考,主要包括构建优质绿色营商环境、放宽绿色经济市场准入条件、引导企业走绿色创新及高效专业化发展路径、强化企业绿色技术创新能力和可持续发展实力以及提升绿色经济的国际合作和开放水平。通过上述措施,山东省能够在新质生产力的推动下,实现经济的高质量和可持续发展。本文旨在为山东省经济高质量发展提供理论支撑和实践指导,以期为全国其他地区的绿色低碳发展提供借鉴。This paper explores the pathways through which new quality productive forces productive force empower high-quality economic development in Shandong from a green and low-carbon perspective.First,it analyzes green and low-carbon development strategies as key pathways to enhance new quality productive forces,emphasizing the strategic significance of green and low-carbon transformation in improving the new quality productive forces in Shandong Province.Second,it elaborates on the challenges Shandong’s economy faces in achieving green and low-carbon development,including a shortage of leading enterprises in green technology,high market entry barriers,low levels of green industry development,insufficient investment in green technology research and development by enterprises,and inadequate international cooperation and exchange.In response to these challenges,the paper proposes green pathways to accelerate the formation of new quality productive forces in Shandong’s economy.These include creating a high-quality green business environment,relaxing market entry conditions for the green economy,guiding enterprises towards green innovation and efficient specialization,strengthening enterprises’green technology innovation capabilities and sustainable development strengths,and enhancing the level of international cooperation and openness in the green economy.Through these measures,Shandong Province can achieve high-quality and sustainable economic development driven by new quality productive forces.This paper aims to provide theoretical support and practical guidance for the high-quality development of Shandong’s economy and serve as a reference for green and low-carbon development in other regions across the country.
