摘 要:建立横向生态补偿机制、促进区域协调发展是当前环境工作的战略目标。运用社会网络分析方法,对新安江生态补偿试点自2012年至今的各行动主体合作网络进行整体特征、个体节点和聚类结构的分析,发现新安江生态补偿治理中各级政府扮演差异化的角色,表现出平台治理的特性:通过系统化机制构建而非对参与者的直接约束实现治理,通过结构性混合来实现不同主体的松散联结,平台参与者具有明显异质性,平台处于持续的演化中。新安江生态补偿试点治理过程说明我国已经产生了环境治理领域的平台治理实践,并回应了“协作平台”这一治理理论最新方向。Establishing horizontal ecological compensation mechanism and promoting regional coordinated development is the strategic goal of current environmental work in our country.This study applied social network analysis methods to analyze the overall characteristics,individual nodes,and clustering structures of the collaborative network of various actors in the Xin’an River ecological compensation pilot from 2012 to the present.The research data include policy documents,news reports,and various types of publicly available government information.It was found that process of the governance of Xin’an River ecological compensation,exhibit characteristics of platform governance.First,governance was achieved through the systematic construction of mechanisms rather than direct constraints on participants.Second,the pilot platform achieved loose connections between different entities through structural mixing.Third,the participants in the platform exhibited significant heterogeneity.Fourth,the platform was in a continuous evolution.The governance process of the Xin’an River ecological compensation pilot indicates that China has already developed platform governance practices in the field of environmental governance,and also responded to the“collaborative platforms”concept,which is the latest direction of governance theory.
