摘　　要：机关内部一件事改革是通过重塑政府运行机制与管理流程,推动部门间办事从“以部门为中心”向“以办事(场景)为中心”转变,进而倒逼政府自身改革从“面上变化”到“化学反应”。围绕“数字化赋能‘机关内部一件事’”课题,作者带领团队对各地机关事务部门所开展的改革工作深入需求调研,结合江阴市各部委工作协同现状,基于先进的领域驱动设计架构,构建江阴市一网协同应用系统,目前已投入使用,取得良好的社会效益,简化百姓办事难度、提高机关人员协同效率。主要论述一网协同系统的设计与实现,首先介绍一网协同系统的建设背景与发展态势,通过需求建模阐述系统功能模块。其次,着重介绍一网协同系统的体系结构设计,详细阐述领域驱动设计架构和工作流引擎。The reform of"one thing within an institution"is to promote the transformation of inter-departmental work from"department-centered"to"work(scenario)-centered"by reshaping the government operation mechanism and management process,and then force the government's own reform from"surface change"to"chemical reaction".Centering on the topic of"digital empowerment of'one thing within an institution'",the author led the team to conduct in-depth demand research on the reform work carried out by government affairs departments around the country.Combined with the current situation of the work coordination of various ministries and commissions in Jiangyin City,the Jiangyin One Network Collaborative Application System was constructed based on the advanced domain-driven design architecture.It has been put into use and has achieved good social benefits,simplifying the difficulty of people's work and improving the efficiency of agency personnel.This paper mainly discusses the design and implementation of One Network Collaborative System.Firstly,the construction background and development trend of One Network Collaborative System are introduced,and the system functional modules are described through demand modeling.Secondly,the architecture design of One Network Collaborative System is introduced,and the domain-driven design architecture and workflow engine are described in detail.
