环境规制对新疆畜牧业发展的影响——基于动态差分GMM模型分析

摘　　要：环境规制是影响畜牧业发展的重要因素之一。实现畜牧业的高质量发展既要注重牧业总产值的稳步提升,在生产过程中实现绿色转型。在阐述环境规制对畜牧业发展作用机制的基础上,基于2010—2020年新疆14个地州市的面板数据,运用静态OLS模型和动态差分GMM模型进行回归分析。结果表明,环境规制对畜牧业发展存在显著的正向影响,说明环境规制可以直接通过技术创新和产业结构优化等路径促进畜牧业发展。其中,畜牧业结构水平、牲畜年底生产数量和财政支持水平均对新疆畜牧业存在显著正向影响,而畜牧业的发展滞后1期水平对当期畜牧业的发展存在显著负向影响,此外,环境规制对新疆畜牧业发展水平的效应不是简单的线性关系,存在以经济发展水平为门槛变量的双重门槛效应。Environmental regulation is one of the important factors affecting the development of animal husbandry.Realizing the high⁃quality development of animal husbandry should focus on both the steady increase of the total output value of animal husbandry and the green transfor⁃mation in the production process.Based on the elaboration of the mechanism of the role of environmental regulation on the development of the animal husbandry industry,regression analysis is carried out based on the panel data of 14 prefectural and municipal cities and towns in Xin⁃jiang from 2010 to 2020,using the static OLS model and the dynamic differential GMM model.The results showed that the existence of a signifi⁃cant positive impact of environmental regulation on the development of the livestock industry indicates that environmental regulation can directly promote the development of animal husbandry through technological innovation and industrial structure optimization and other paths.Among them,the level of animal husbandry structure,the number of livestock production at the end of the year and the level of financial support all have a significant positive impact on the livestock industry in Xinjiang,while the level of livestock development lagging one period has a signifi⁃cant negative impact on the development of the current period of the livestock industry,in addition,the effect of environmental regulation on the level of development of the livestock industry in Xinjiang is not a simple linear relationship,and there is a double⁃threshold effect with the level of economic development as the threshold variable.
