摘  要:为推动应急救援从事后救援向事前预防的转变,加强精准治理、源头治理、依法治理,找准发展与安全的动态平衡点,以液氨储罐作为研究对象,采用TNT当量法计算液氨储罐蒸气云爆炸事故的死亡半径、重伤半径、轻伤半径和财产损失半径,分析液氨泄漏事故的扩散距离和影响区域,为快速制定事故发生地应急救援方案,指导人员疏散提供数据参考,并提出救援处置中的个体防护措施和堵漏措施。In order to promote the transformation of emergency rescue from post rescue to prevention,we should strengthen precise governance,source governance,and legal governance,and found the dynamic equilibrium point between development and safety.Taking liquid ammonia storage tanks as the research object,the TNT equivalent method was used to calculate the death radius,serious injury radius,minor injury radius,and property loss radius of liquid ammonia storage tank vapor cloud explosion accidents.The diffusion distance and impact area of liquid ammonia leakage accidents was analyzed,providing data reference for quickly developing emergency rescue plans at the accident site,guiding personnel evacuation,and proposing individual protective measures and leak blocking measures in rescue disposal.
