边疆民族地区经济高质量发展的张力与调适——基于促进区域协调发展的政府职能视角

摘　　要：治国必治边,推动边疆民族地区经济高质量发展是增强民族团结的核心驱力,是维护国家安全的重要保障,是实现中国式现代化的本质要求。但边疆民族地区经济高质量发展具有特殊性,在宏观层面存在复杂的自然环境与正外部性间的结构性张力,在中观层面存在区域非均衡发展“累积循环效应”的客观事实,在微观层面存在“完全市场假设”与“诱质性制度变迁”的双重差距,三者共同构成了政府职能的“在场”逻辑。推动边疆民族地区经济高质量发展,需要发挥政府职能,以“有为政府”建构“有效市场”,具体表现为完善差别化区域支持政策、优化国土空间规划、推动产业结构调整和优化升级、以高水平安全保障高质量发展。同时,为了更好发挥政府作用,实现更高水平的经济高质量发展,边疆民族地区还需调适好政府与市场、政府与企业、中央政府与地方政府以及政府与人民的关系。Governance of border areas is essential for the management of state affairs.Promoting the high-quality economic development of ethnic border areas is a core driver of enhancing national unity,an important guarantee for maintaining national security,and an essential requirement of achieving Chinese modernization.However,a high-quality development of ethnic border areas is particularly special,which is manifested in three aspects.At the macro level,there exist complex natural environment and structural tension of positive existence;at the mid-view level,there is the fact of the“cumulative cycle effect”of the non-balanced regional development;at the micro level,there exists the gap between“complete market hypothesis”and“changes in quality system”.All these constitute the logic of the“presence”of government functions.To promote high-quality economic development in ethnic border areas requires the government to play a role in establishing“efficient market”.The specific method is to improve differentiated regional support policies,optimize territorial spatial planning,promote the adjustment and upgrading of industrial structure,and maintain high-quality development through high-level security.At the same time,in order to better play the role of the government and achieve high-quality economic development at higher level,it is also necessary to deal with the relationship between the government and the market,the government and the enterprises,the central government and the local governments as well as the government and the people.
