摘　　要：中央到地方各级社会工作部的设置势必会对社会工作参与基层治理的角色定位以及功能发挥产生根本性影响。长期以来,党政双线管理传统下的社会工作在应对基层治理的多重诉求中面临困局。党和国家机构改革背景中“大社会工作”的格局体现了国家对社会工作管理“由虚向实”的实践转向以及在基层治理中实现统合的工作策略,要求当前的社会工作必须“适应性”转型,在问题转换的基础上,响应党和国家的治理需求,锚定基层“软治理”的新定位,探索创新实践形态,加强“大社会工作”意义上的专业人才培养。The establishment of social work departments from central to local levels is bound to have a fundamental impact on the role positioning and function play of social work participation in grassroots governance.Under the tradition of dual-line management of the Party and government,social work faces difficulties in responding to the multiple demands of grass-roots governance.The background of the reform of the Party and state institutions reflects the national practical shift from“virtual”to“concrete”management of social work,as well as the work strategy of achieving integration at the grassroots level.It requires that current social work must undergo an“adaptive”transformation,responding to the governance needs of the Party and the state,anchoring the new positioning of grassroots“soft governance”,exploring innovative practice forms,and strengthening professional talent cultivation in the sense of“big social work”.
