高速公路养护成本管理的成熟度评价

摘　　要：高速公路养护成本管理水平关系到运营高速公路的整体经济效益,为进一步摸清山西省内运营高速公路的养护成本管理水平,并为优化成本管理工作提供针对性建议;以山西省运营高速公路为研究背景,采用成熟度指标及模糊评价理论对其养护成本管理水平进行量化评价;评价结果从养护管理机构、养护成本计划、养护成本控制及养护成本考核4个维度,分别给出了具体的成熟度值及对应的成熟度等级;并基于各成熟度等级评价结果,有针对性地提出了养护成本管理水平提升建议。The level of highway maintenance cost management affects the total economic benefits of the highway operation. To further clarify the level of Shanxi's operational highway maintenance cost management and propose targeted suggestions for optimizing the cost management work, based on operational highways in Shanxi Province, this paper quantitatively evaluated the maintenance cost management level via maturity index and fuzzy evaluation theory. From the four dimensions of maintenance and management agencies,maintenance cost plan, maintenance cost control, and maintenance cost assessment, the specific maturity values and corresponding maturity grades were put forward. On this basis, targeted suggestions for improving the maintenance cost management level were given.
