摘 要:科技金融是推动农业创新创业高质量发展的重要动力。本文运用2005—2021年全国285个城市的面板数据,实证分析科技金融试点政策对农业创业活跃度的影响及作用机制。研究结果表明:科技金融试点政策显著促进了农业创业活跃度,该结论在考虑内生性问题后依旧稳健。机制检验表明:科技金融试点政策可借助增强农业信贷支持、扩大农业经营规模和促进农业人才集聚激发农业创业活力。异质性分析发现:科技金融试点政策对农业创业活跃度的促进效应在中部和西部城市、高数字技术发展水平地区、非粮食主产区更为显著。拓展分析发现:科技金融试点政策对农业创新的质与量都产生了显著促进作用,侧面佐证了本文结论。本文研究结论为科技金融与农业创业的深度融合发展提供了理论支持和经验证据。Science and technology finance is an important driving force to promote the high-quality development of agricultural innovation and entrepreneurship.This paper empirically analyzes the impact of science and technology finance pilot policy on agricultural entrepreneurship activeness and the mechanism of action using panel data from 285 cities across China from 2005 to 2021.The findings show that science and technology finance pilot policy significantly promote agricultural entrepreneurship activity,and the conclusion remains robust after considering the endogeneity problem.The mechanism test shows that science and technology finance pilot policy can stimulate agricultural entrepreneurial activity with the help of enhancing agricultural credit support,expanding the scale of agricultural business and promoting the concentration of agricultural talents.Heterogeneity analysis reveals that the agricultural entrepreneurship promotion effect of science and technology finance pilot policy is more significant in central and western cities,high digital technology level,non-food-producing areas.Expanded analysis found that:science and technology finance pilot policy has a significant promotion effect on both the quality and quantity of agricultural innovation,side by side to support the conclusions of this paper.The findings of this paper provide theoretical support and empirical evidence for the deep integration and development of science and technology finance and agricultural entrepreneurship.
