摘　　要：明晰新型城镇化与城市基本公共服务水平之间的关系对于深化理解城市基本公共服务水平的影响因素具有重要作用,但目前关于两者之间关系的研究仍存不足。本文基于2011-2019年201个地级市面板数据,采用多时点双重差分法,实证检验国家新型城镇化综合试点在促进城市基本公共服务水平方面的作用及其影响机制。研究发现:新型城镇化综合试点效果显著且不受其他外部因素的影响;政策试点效果受到土地、人口、经济城镇化水平的机制影响;政策试点效果在人口密度较大的城市更明显。本文为深化认识新型城镇化如何影响城市基本公共服务水平提供了新的见解。Clarifying the relationship between new urbanization and the level of basic urban public services plays an important role in deepening the understanding of the factors influencing the level of basic urban public services,but the current research on the relationship between the two remains insufficient.Based on the panel data of 201 prefecture-level cities from 2011-2019,this paper empirically examines the role of China's new urbanization policy pilots in promoting the level of basic urban public services and their mechanisms by adopting a multi-temporal DID econometric model based on the characteristics of the policy pilots.The study finds that:the new urbanization policy pilot is effective and independent of other external factors;the effect of the policy pilot is affected by the mechanisms of land,population and economic urbanization levels;and the effects of policy pilot are more obvious in cities with higher population density.This paper provides new insights for deepening the understanding of how new urbanization affects the level of basic public services in cities.
