摘　　要：破解基层数字形式主义已成为学界重要议题,既有文献从应用多样化的理论视角和分析框架进行了研究。本文应用敏捷治理理论,从“技术-制度”互构视角,基于案例探讨基层数字形式主义的破解之道。广东省佛山市X区填表报数系统经历了技术嵌入与制度重塑的双向互构历程,旨在实现以“灵敏感知-快速响应-柔性运作-调适提升”为特征的敏捷治理。研究拓展了敏捷治理理论,展示了“技术-制度”互构共同驱动敏捷治理的动态演进逻辑。Cracking digital formalism at grassroots level has become an important issue in academia,and has been studied in the literature from a variety of theoretical perspectives and analytical frameworks.This paper applies the theory of agile governance to explores the ways to break digital formalism at the grassroots level based on case study from the perspective of“technology-institutional inter-construction”.The formfilling and data-reporting system in District X of Foshan City,Guangdong Province,has gone through a two-way mutual construction process of technology embedding and institutional reshaping,aiming at realizing the agile governance characterized by“sensitive perception-rapid response-flexible operationadaptive improvement”.This study expands the theory of agile governance and demonstrates the dynamic evolutionary logic of agile governance driven by the inter-construction of“technology-institution”.
