摘 要:作为先进、创新、可持续、共建共享的城市管理与发展理念,“无废城市”旨在持续推进城市固体废弃物源头减量与资源化利用,最大限度地降低固体废弃物对城市人居环境的影响。建设“无废城市”,应以高水平的城市固体废弃物综合管理为支点。来自日本、德国与巴西的比较经验说明,城市固体废弃物综合管理具有参与主体的全民性、管理活动的回应性、管理理念的发展性、实现路径的延伸性、管理水平的适当性等显著特征。这要求政府要在城市固体废弃物综合管理改革过程中,不断优化自身角色:明确基本认知,理解治理理念与制度变迁规律;调整治理结构,变“管理对象”为“治理伙伴”;关注系统问题,实现治理系统的兼容与平衡。As an advanced,innovative,sustainable,co-constructed and shared urban management and development concept,Zero-waste City aims to continue to promote the reduction and resource utilization of urban solid waste sources and minimize the impact of solid waste on Impact on urban living environment.Building Zero-waste City should be based on high-level comprehensive management of urban solid waste.Comparative experiences from Japan,Germany and Brazil show that comprehensive urban solid waste management has significant features such as the universality of participants,the responsiveness of management activities,the development of management concepts,the extension of implementation paths,and the appropriateness of management levels.This requires the government to continuously optimize its role in the reform process of comprehensive urban solid waste management:clarify basic cognition,understand governance concepts and institutional changes;adjust the governance structure,change"management objects"to"governance partners";pay attention to the system issues and achieve compatibility and balance in the governance system.
