摘　　要：中美关系是全球最重要、最复杂的双边关系之一,中美互联网关系近年来也备受关注。30年来,中美互联网交织着技术、产业、资本和政治等一系列综合因素,成为两国之间极具能动性和变革性的要件,也是全球互联网发展中十分关键且充满不确定性的因素,甚至成为全球地缘政治的关键变量之一。中美互联网经历了从1990年代的初始合作,到2000年代的合作竞争和2010年代的博弈转折,再到2020年代的新机遇与新挑战。文章从技术、商业、资本、治理等多层次,梳理和总结中美互联网关系的逻辑和进程,发现中美彼此的影响远比通常认为的要深入得多、复杂得多。重新考察中美互联网30年,既可以更清楚地看到过去,更可以明晰双方的未来。期待中美互联网回归相对纯粹的技术、商业和资本主导的逻辑,重新回归企业家精神,共同弘扬造福人类的互联网初心。The relations between China and the United States are one of the most important and complex bilateral relations in the world,and the Chinese and U.S.Internet relations have also attracted much attention in recent years.Over the past 30 years,the Chinese and U.S.Internet landscapes have evolved a rich interplay of technology,industry,capital,and politics.This dynamic relationship has become a key factor in the global Internet's development and represents significant variables in global geopolitics.From their cooperative beginnings in the 1990s to the competitive yet collaborative 2000s,the strategic shifts of the 2010s,and the conflict-ridden 2020s,this analysis explores the evolving Sino-U.S.Internet relationship across various dimensions,including technology,capital,and governance.By examining these interactions,we gain clearer insights into the past and can better delineate the future.As both sides navigate this challenging period of conflict,there is hope for a return to a technology-driven,business-focused logic that reignites entrepreneurial spirit and aligns with the Internet's original intention to benefit humanity.
