摘　　要：生产要素是一个历史的、动态的范畴。数据成为生产要素是新一轮科技革命的结果。数据要素通过对生产要素和再生产各个环节的渗透,提高生产要素效率,畅通国民经济循环,从而创造新质生产力。数字生产力包括数据生产力和数据要素的转化力(产业数据化所产生的生产力)。数据生产力的实质是数据劳动生产力,是新质生产力中的基础性生产力。数据产业化是提高数据生产力、赋能新质生产力的根本途径。产业数据化是实现数据要素经济价值的关键环节和实现路径,是通过数实融合创造新质生产力。随着数据要素对各种生产要素和各个生产环节的全方位、全过程渗透,必将使社会生产力发生质的飞跃。Factors of production are a historical and dynamic concept.The transformation of data into a fac-tor of production is the result of a new round of technological revolution.Data as a factor of production im-proves the efficiency of other factors of production and facilitate the circulation of the national economy by pen-etrating into other factors of production and various links of reproduction,thereby creating new quality produc-tive forces.Digital productive forces include the productive forces of data and the transformation forces of data(productive forces generated by industrial digitalization).The former is the productive forces of data labor,a fundamental element in new quality productive forces.Data industrialization is a fundamental way to improve the productive forces of data and empower new quality productive forces.Industrial digitalization is a key link and implementation path to realize the economic value of data as a factor of production,creating new quality productive forces by integrating data and reality.With the all-round and full-process penetration into various factors and links of production,data as a factor of production will lead to a qualitative leap in social productive forces.
