党内监督与问责程序的衔接机制

摘　　要：党的十八大以来,随着全面从严治党的深入推进,党内监督与问责制度得到了持续完善与发展。尽管如此,监督与问责在程序协同方面仍面临着诸多挑战,如程序分散、职责混淆等问题阻碍了监督与问责工作的精确执行和协同效率。党内监督和问责程序建设不仅是全面从严治党的重要内容,也是推动党内法规执行和党的纪律严明的关键机制。二者之间的互动关系,对于确保党组织的纪律性和战斗力,维护党的团结统一,推动党的建设具有重要意义。在制度设计层面,二者相辅相成、互为一体,体现在制度目标、制度对象、制度内容的一致方面。在法律程序层面,党内监督程序是党内问责程序的先决条件和规范保障,党内问责程序是党内监督程序的延伸和深化。研究发现,监督与问责程序的主要问题包括信息共享不充分、角色定位模糊和程序保障不全面。针对这些问题,应建立信息共享平台、平衡监督与问责关系并完善程序保障机制等,提高制度的协同性和效能。Since the 18th National Congress of the Communist Party of China,with the deepening of the comprehensive and strict governance of the party,the inner-party supervision and accountability system has been continuously improved and developed.In spite of this,supervision and accountability still face many challenges in terms of procedural coordination,such as decentralization of procedures and confusion of responsibilities,which hinder the accurate implementation and collaborative efficiency of supervision and accountability.The construction of inner-party supervision and accountability procedures is not only an important part of comprehensively and strictly governing the party,but also a key mechanism to promote the implementation of inner-party laws and regulations and the strict discipline of the party.The interaction between the two is of great significance to ensure the discipline and combat effectiveness of the party organization,to maintain the unity of the party and to promote the construction of the party.At the level of system design,the two complement each other and are integrated into each other,which is reflected in the consistency of system objectives,system objects and system contents.At the level of legal procedure,the inner-party supervision procedure is the precondition and normative guarantee of the inner-party accountability procedure,and the inner-party accountability procedure is the extension and deepening of the inner-party supervision procedure.The study found that the main problems of supervision and accountability procedures include insufficient information sharing,ambiguous role positioning,and incomplete procedural guarantees.In response to these problems,we should establish an information sharing platform,balance the relationship between supervision and accountability,and improve the procedural guarantee mechanism to improve the synergy and effectiveness of the system.
