摘  要:目的回顾性分析2018年全国省、市、县三级疾病预防控制机构中艾滋病防治从业人员情况,为进一步加强艾滋病防治机构人力资源建设提供依据。方法运用Excel 2010、SPSS 22.0软件对2018年“中国疾病预防控制信息系统”基本信息功能收集的数据进行整理,并分析我国艾滋病防治工作人力资源配置情况。结果全国疾病预防控制机构中年龄以35~<55岁人员为主,县级疾病预防控制机构艾滋病防治从业人员专业技术职称以初级职称和无职称人员最多,差异有统计学意义(χ^(2)=2142.75,P<0.01);县级疾病预防控制机构艾滋病防治从业人员中专及以下学历比例达20.05%。结论建议针对现有的人才队伍建立有效的激励机制,稳定人才队伍;加强人员培训,提升现有人员专业技能水平;健全人才引进机制,引进高层次人才。Objective Through the retrospective analysis on the HIV/AIDS prevention and control practitioners in the disease and control system at the provincial,city and county levels in 2018,providing the basis for further strengthening the human resources construction of HIV/AIDS prevention and control institutions.Methods By using Excel 2010 and SPSS 22.0 software,the data collected from the National Basic Information System for Disease Prevention and control in 2018 were statistically analyzed,and the human resource allocation of AIDS prevention and control in China was studied.Results In the nationwide disease prevention and control system,people aged 35-<55 years old were the main ones,and among the AIDS prevention and control practitioners in the county-level disease prevention and control institutions,the most professional and technical titles were junior titles and non-professional titles,the difference was statistically significant(χ^(2)=2142.75,P<0.01),and the proportion of AIDS prevention and control personnel with technical secondary education or below was 20.05%.Conclusion In view of the opportunity of the reform of the disease control system,it is suggested that an effective incentive mechanism should be established to stabilize the existing talent team,strengthen personnel training and enhance the professional skill level of the existing personnel,improve the talent introduction systemto introduce high-level talent.
