摘　　要：宜宾和泸州同为四川南向开放的重要门户,在四川对外开放进程中均扮演着重要角色,是两市协同打造南向开放的新高地。面临来自外部和内部的诸多挑战和困难,宜宾和泸州应立足新发展阶段,以推动高质量发展为主题,以南向开放为主线,组团构建区域发展新格局,共同探索区域统筹协调发展机制,协同提升基础设施内联外通水平,携手构筑融合互赢的开放型产业体系,共建高水平对外开放门户,协同构建区域创新共同体。Yibin and Luzhou are both important gateways for Sichuan's southward opening up,playing important roles in the process of Sichuan's opening up to the outside world.They are a new highland for the two cities to jointly build a southward opening up.Faced with numerous challenges and difficulties from both external and internal sources,Yibin and Luzhou should focus on the new stage of development,with the theme of promoting high-quality development and the mainline of southward opening up.They should form a new pattern of regional development,jointly explore regional coordinated development mechanisms,enhance the level of internal and external infrastructure connectivity,work together to build an open industrial system that integrates and wins,jointly build a high-level gateway to opening up to the outside world,and jointly build a regional innovation community.
