摘 要:水电工程项目建设管理中全过程造价管理和控制是一个系统的过程,贯穿于工程建设的始终,其控制效果及管理水平对工程质量和施工进度起决定性作用。针对项目建设管理过程中的造价管理和控制,对发包人在项目建设过程中项目立项决策阶段、设计阶段、招标阶段、施工阶段、竣工阶段的造价管理和控制问题进行探讨,剖析发包人在项目建设过程中与设计单位、承包人、监理人等参建单位的关系,通过共同进行造价的合理管理,确保了整个工程投资达到合理、有效管控,实现参建各方在项目中的共赢。In the construction management of hydropower projects the whole-process cost management and control represent a systemic process that spans the entire construction lifecycle.The control outcomes and management quality have a decisive impact on project quality and construction progress.This article examines cost management and control during project construction management,focusing on the issues encountered by the owner during the project initiation and decision-making stage,design stage,bidding stage,construction stage,and completion stage.It analyzes the relationship between the owner and the design unit,contractor,and supervision unit during project construction,demonstrating that through collaborative cost management,the overall project investment is reasonably and effectively controlled,ensuring a win-win outcome for all participants in the project.
