退役军人医疗保险关系转移接续的现实问题及优化路径——基于公共政策周期理论视角

摘　　要：数量庞大的退役军人群体在从军队转向地方的过程中,率先面临的重要问题之一即医疗保险关系转移接续。退役军人医疗保险关系转移接续的实际工作中存在着退役医保与城乡居民基本医疗保险难以转移接续、政策内容表述不一致难以执行、“军地”医保经办机构沟通不畅、退役军人断保现象突出等问题。从政策周期视角深入分析其产生的原因,主要有政策制定不完善、政策执行缺乏规范协调性、缺少科学有效的政策评估。从完善政策内容、优化执行过程和建立评估机制三个角度出发寻找促进退役军人医疗保险关系转移接续工作的具体措施和方法,协助构建更加高效、流畅的退役军人医疗保险关系转移接续工作体系。In the process of moving from the army to the local,one of the most important problems faced by a large number of veterans is the transfer and continuation of medical insurance.In the actual work of transferring and continuing the medical insurance of veterans,there were some problems,such as the difficulty in transferring and continuing the medical insurance between the medical insurance for retired veterans and the basic medical insurance for urban and rural residents,the inconsistency of policy content expression,the poor communication between the'military and local'medical insurance agencies,and the prominent phenomenon of veterans'disconnection.From the perspective of policy cycle,the main reasons are imperfect policy formulation,lack of normative coordination in policy implementation,and lack of scientific and effective policy evaluation.From the perspectives of improving policy content,optimizing implementation process and establishing evaluation mechanism,specific measures and methods are fund to promote the transfer and continuation of veterans'medical insurance,in order to build a more efficient and smooth system for the transfer and continuation of veterans'medical insurance.
