运用因素分析法开展地方标准实施效果评价研究——基于湖南省地方标准实施效果评价理论研究

摘　　要：客观、科学的评价指标体系和评价方法是确保有效开展标准实施效果评价的工作基础。本文在湖南省地方标准实施效果评价研究的基础上,基于寿命周期地方标准实施效果评价视野,运用因素分析法分析评价标准寿命周期不同阶段影响标准实施效果的关键因素,给出了评价指标体系构架和评价方法,提出了进一步提高地方标准实施效果的对策建议。Objective and scientific evaluation index system and methods are the basis to ensure effective evaluation of standards implementation effect.On the basis of the research on the implementation effect evaluation of local standards in Hunan Province,based on the life cycle local standard implementation effect evaluation vision,the paper uses the factor analysis method to analyze and evaluate the key factors affecting the implementation effect of standards at different stages in their life cycle,proposes the structure of evaluation index system and the evaluation method,and puts forward suggestions for further improving the implementation effect of local standards.
