摘　　要：为推进黄河国家战略的有效实施,发挥济南作为省会城市的使命担当和示范引领作用,文章聚焦183km黄河济南段,引入城市策划理念,规划秉承“以策划推动规划、以规划引领实施”的总体思路,面向落地实施建设,构建“前瞻性项目策划—系统性统筹规划—落地实施性方案”的全流程、综合型规划体系,以横向开展专题作为规划支撑,后期制定落地性近期实施方案,确保思路变成规划、规划变成行动,用扎实的举措,持续不断推进济南黄河生态风貌带(黄河公园)的保护与发展。In order to promote the effective implementation of the national strategy of the Yellow River,and to give full play to the role of Jinan as the provincial capital and model leading role,the paper focuses on the 183 km Jinan section of the Yellow River,and introduces the concept of urban planning.The plan adheres to the overall idea of“promoting planning with planning and guiding implementation with planning”,carries out the construction according to the actual conditions,and constructs a comprehensive whole-process planning system of“forward planning,strategic planning and implementable plan”.Taking the horizontal development as the planning support,the paper formulates the short-term implementation plan in the later stage to ensure that ideas are turned into planning and planning are turned into action.With solid measures,it continues to promote the protection and development of the Yellow River ecological style zone in Jinan(Yellow River Park).
