摘　　要：政策研究中心是英国新保守主义智识实践的重要参与者,也是撒切尔夫人执政期间的重要智库。政策研究中心的智识生产与政策变现主要有两种途径:通过舆论宣传鼓动社会公众,为撒切尔夫人改革奠定选票与民意基础;通过大量产出政策建议和直接咨政来影响具体政策内容。政策研究中心在撒切尔夫人胜选前后采取了截然不同的研究侧重,却始终未兑现理想中的政策影响力。政策研究中心与权力和公众的关系决定了其智识实践方式的局限性,体现出鲜明的“知识-权力”特征。The Center for Policy Research was a significant participant in the intellectual practices of British neo-conservatism and also played a crucial role as a think tank during Margaret Thatcher's tenure.The intellectual production and policy realization of the Policy Research Center mainly occurred through two channels:mobilizing public opinion to lay the foundation for Mrs.Thatcher's reforms in terms of votes and popular support;and by producing a large volume of policy recommendations and directly advising the government to influence specific policy content.The Center for Policy Research adopted distinctly different research focuses before and after Mrs.Thatcher's election victory,yet it never fully achieved the ideal level of policy influence.The limitations of the Policy Research Center's intellectual practices were determined by its relationship with the authorities and the public,reflecting a clear"knowledge-power"character.
