全过程人民民主在基层发挥效能的运行机制与内在逻辑——基于广西村级议事协商试点村的扎根分析

摘　　要：全过程人民民主是中国特色社会主义民主政治的重要理念,是实现人民当家作主的基本途径。本研究运用扎根理论对广西17个典型案例进行系统观察与研究,揭示了全过程人民民主在基层发挥效能何以可能的运行机制:自上而下的政治推动、自下而上的问题驱动以及横向压力刺激形成动力机制;党建引领、社会协同、村民参与的多元共治是民主效能得以发挥的关键;基础型、环境型和协同型工具是民主治理发挥效能的可靠保障;民意反映、民智集中和民心凝聚是全过程人民民主的治理效能。由此,基于解释模型的演绎,归纳出全过程人民民主在基层发挥效能何以可为的内在逻辑:出发点是回应基层群众的民主诉求,立足点是基层党组织的引领作用,落脚点是满足人民群众的根本利益。The whole-process people’s democracy is an important concept of socialist democratic politics with Chinese characteristics,and it is the basic way to realize that the people are the masters of the country.This paper systematically observes and deconstructs 17 typical cases in Guangxi by using the grounded theory,and reveals the operational mechanism of how it is possible for whole-process people’s democracy to play its effectiveness at the grassroots level.These mechanisms include that:The dynamic mechanisms formed by topdown political promotion,bottom-up problem driven and horizontal pressure stimuluation;The key of democracy displaying its effectiveness is the pluralistic cogovernance that led by Party building,coordinated by society,and participated by villagers;The basic,environmental and collaborative tools are the reliable guarantee for democratic governance to play its effectiveness;And the reflection of public opinion,the concentration of people’s wisdom and the cohesion of people’s will are the governance effectiveness of the whole process of people’s democracy.Finally,based on the deduction of the explanatory model,the internal logic of why the whole process of people’s democracy can play its effectiveness at the grassroots level is summarized that:The starting point is to respond to the democratic demands of the grassroots people;The foothold is the leading role of grassroots Party organizations;And the ultimate goal is to meet the fundamental interests of the people.
