摘　　要：社区基层党组织在社区养老中发挥着统领性的作用,其所具有的公共资源的高效供给、构建积极向上的老人价值共同体、营造老人良性的生活秩序对于社区养老的高质量发展具有重要意义。在现实的党建引领社区养老服务中,存在着社区党建工作者思想引领力的“代际差异”、国家行政体制资源配置对社区的“弱势关怀”、社区党组织难实现社区老人群体的多元化诉求满足等问题。面对挑战,亟需提升社区党组织服务养老事业的治理能力、运用区域化党建统筹社区内外养老资源、推动党组织宣传工作实现多元主体价值共鸣,以解决党建引领社区养老模式的发展瓶颈,从而大力推进社区适老化改造服务,提高长者独自生活的安全性、便利性,实现社区养老服务的提质增效。Community grass-roots party organizations play a leading role in community pensions.The efficient supply of public resources,build positive elderly values community,and create a benign life order of the elderly are of great significance to the high-quality development of community pensions.Process in the realistic party building leading community elderly care services,there is a"intergenerational difference"of community party building workers'ideas,the"vulnerable care"of the community party organizations unable to realize resource allocation of the national administrative system,appeal satisfies issues of elerly.Facing the challenge,it is ur-gent to improve the governance ability of the community party organization to serve the care of pensions,the use of regional chemical party building coordinating pension resources inside and outside the community,and promoting the propaganda work of party organiza-tions to achieve multiple subject values to resonance The development bottleneck of the pension model,so as to vigorously promote the community aging transformation service,improve the safety and convenience of the elderly's life alone,and realize the quality and effi-ciency of community pension services.
