摘 要:粤港澳大湾区区域治理具备“跨制度”的复杂性与特殊性,前海、横琴两个合作区作为大湾区的重大合作平台,其治理在规则衔接与机制对接上面临重大考验而形成一种复杂型治理。粤港澳合作区复杂型治理由区域主体、区域连结与区域建制三大变量之间相互影响与彼此作用而应运而生,相应建构出“领导-协调-管理-监督”四重推进机制,把粤港澳合作区治理体系塑造成一个紧密联系的有机整体,对央地政府间关涉的纵横权力配置以及国家、区域与地方的利益平衡进行调适。The regional governance of Guangdong-Hong Kong-Macao Greater Bay Area has the complexity and particularity of“cross-system”governance.As the major cooperation platforms of the Greater Bay Area,Qianhai and Hengqin Cooperation Zones face significant challenges in terms of rules and mechanisms,forming a complex type of governance.It’s found that the complex governance of Guangdong-Hong Kong-Macao Cooperation Zone has emerged due to the mutual influence and interaction among the three variables of regional subject,regional connectivity,and regional institutionalization.Accordingly,a four-fold promotion mechanism of“leadership,coordination,management and supervision”has been established to shape the governance system of Guangdong-Hong Kong-Macao Cooperation Zone into a closely connected organic whole,which can adjust the distribution of vertical and horizontal power between the central and local governments as well as the balance of national,regional and local interests.
