基本社会服务必要认识及其“标准化”推进若干建议

摘　　要：“基本社会服务”作为整体概念是在“基本公共服务均等化”框架体系下首次被提出且至今十年有余,同时已成为新时代民政部门三大职责之一。然而,相关基本问题的探讨明显不足,本文认为,关于“基本社会服务”应清晰以下方面的认识:实践中的内涵与外延,事权责任在政府间、部门间的划分,“均等化”到“标准化”的理念转换,其“标准化”的特殊性等。在此基础上,本文提出基本社会服务“标准化”后续推进建议,即受益金额标准化、受益群体标准化、受益内容标准化、城乡对待标准化。"Basic social services"as a whole concept was first put forward under the framework of"equalization of basic public services"and has been one of the three major responsibilities of civil affairs departments in the new era for more than ten years.However,the discussion of relevant basic ssues is obviously insufficient.This paper holds that"basic social services should have a clear understanding of the following aspects:The connotation and extension of practice,the division of powers and responsibilities between governments and departments,the concept transformation from"equalization"to"standardization",and the particularity of"standardization".On this basis,this paper puts forward follow-up suggestions on the"standardization"of basic social services,namely,the standardization of benefit amount,the standardization of benefit groups,the standardization of benefit content,and the standardization of urban and rural treatment.
